Why am I finding it so hard to get a CTO job in this market 2024?

This is the fundamental change that has taken place in the CTO job market in the last 18 months:

Engineering leaders and CTOs are finding that jobs no longer come to them.

Now they have to actively sell themselves in terms of the business value they would bring to potential employers.

To suceed in this new market, CTOs and Engineering leaders in general have to make a fundamental mental shift in how they think of themselves:

The ones who still see themselves as a technical expert attached to particular types of technology will always lose in the battle against the engineering leaders who show the business value they can offer a busines with their past skills, experience, expertise and track record.

This is what will make them stand out to employers!
